About Insurance Trusts & MEWA's

The MASE Insurance Trust operates as a Multiple Employer Welfare Arrangement (MEWA) under Indiana insurance law. The Indiana Department of Insurance (IDOI) defines a MEWA as an entity, other than an admitted insurance company, that establishes an employee benefit plan to provide accident, sickness, or death benefits to employees of two or more employers. 

As a MEWA, the MASE Insurance Trust allows participating employers—primarily member school corporations—to join together to provide and finance employee health benefits through a common trust structure. Rather than each employer independently assuming the entire cost and risk of its employee health plan, the participating employers collectively contribute to the Trust, which is responsible for funding eligible benefits and associated expenses.

The MEWA structure is subject to regulatory oversight by the Indiana Department of Insurance. Indiana requires MEWAs to register with the Department and comply with specific financial, organizational, reporting, and plan requirements. Registered MEWAs are required to submit quarterly financial filings and annual renewal filings, allowing the IDOI to monitor the Trust's financial condition and ongoing compliance. 

The MASE Insurance Trust should not be viewed simply as an insurance purchasing cooperative, but as a regulated benefit trust that assumes responsibility for administering and funding health benefits on behalf of multiple participating employers. Its financial strength, contribution levels, claims experience, reserves, and investment assets are consequently critical to the Trust's ability to fulfill its obligations to participating schools and their employees.

In simple terms: MASE brings multiple school employers together into one regulated benefit arrangement. The participating schools collectively fund the Trust, and the Trust uses those resources to pay eligible health-benefit obligations. The Indiana Department of Insurance provides regulatory oversight to ensure that the MEWA maintains appropriate financial resources and complies with Indiana's MEWA requirements.

The IDOI specifically identifies MEWAs as non-insurer entities that establish employee benefit plans for employees of more than one employer, and lists MEWAs among the entities subject to its financial-compliance oversight.
